IPS 1014 - Reviews of Official Statistical Systems

This session would provide an opportunity to share experiences gained from a number of recent reviews of official statistical systems. Such reviews vary considerably in their terms of reference. Some are initiated because of concerns about the quality of particular statistics or sets of statistics. Others are carried out as an essential element of good governance and are broad-ranging examining the institutional, organizational and technical capacity of the countries to produce official statistics. One of the issues to be addressed is whether the international and European guidelines and recommendations, including the United Nations Fundamental Principles of Official Statistics, provide a useful framework for evaluating the performance of statistical systems. Reviewers need to consider how to achieve an appropriate balance the needs of government with broader societal needs. A challenge is whether being critical of an existing statistical system risks undermining it when the aim must be to enhance the support for statistics of integrity.
