Principles of official statistics and challenges in their implementation and monitoring across different regions of the world

Abstract
The Fundamental Principles of Official Statistics have been adjusted to regional contexts in several parts of the world, as is the case for Latin America and the Caribbean, Africa, ASEAN and the EU. In this process they have been converted into a certain number of principles of official statistics valid and appropriate for the particular region taking the form of regional Codes of Practices or Charters. Once such “regional” Codes of Practice / Charters have been agreed and accepted by a given region, there is also a need to develop instruments to support implementation in all the countries subscribing to these regional Codes/Charters as well as tools for monitoring their implementation. In a number of regions these monitoring tools for measuring implementation and assessing compliance with the Codes take the form of peer reviews, strategic reviews, global assessment and others.
Reviews and assessments are powerful tools because they can be used to review country practices to comply with the principles but also to identify future-oriented developments that would go beyond the implementation of the Code/Charter and probably trigger a further enhancement of the regional Code.
This session will be used to present different regional Codes of good practices/Charters, how they align with the UN fundamental principles of official statistics and how they are implemented in the countries subscribing to these Codes/Charters. Either regional or country specific practices will be presented and discussed and could be used to exchange experiences in how the principles are lived, how they are applied and how their implementation is measured. The session will also be used to present measurement mechanisms and tools, which are important to document and publicise implementation of the principles and compliance with them.
