Challenges and opportunities for strategic planning for statistics on Refugees, Internally Displaced Persons, and Statelessness

Abstract
Forcibly Displaced and Stateless persons are some of the world’s most vulnerable groups. Those who are forced from their homes within and across international borders, and those without recognized citizenship, often struggle to access basic services, secure formal employment, and can suffer from discrimination. Since the development of International Statistical Recommendations on Refugees, Internally Displaced Persons and Statelessness (in 2018, 2020 and 2023) many governments are taking action to implement them with almost 40 countries taking action to do so during 2020-2023. These efforts concretize the pursuit of more inclusive data through adapting traditional data sources and making use of more innovative methods.
However, beyond these remarkable, individual efforts, a more strategic and concerted effort is required to ensure National Strategies for the Development of Statistics (NSDSs) specifically incorporate plans for statistics and statistical systems which pro-actively support refugees, IDPs and stateless persons in contexts where sizeable populations exist. Recent efforts by EGRISS to map relevant cases and shape recommendations for countries will be shared and discussed.
