Abstract

We discuss creating a system for estimating error & quality in Fellegi-Sunter record linkage systems that accounts for linked record re-use. The system establishes a decision threshold algorithmically. The multi-component Bayesian decisions inherent to F-S record linkage require more robust theoretical descriptions of model weights. We describe the complex issues implementing changes to record linkage practices begun more than two decades ago to ensure transparency & replicability.
