Standardisation of production processes in social statistics at Statistics Netherlands: Change program KERS

Abstract
KERS (in English Cherry) is a change program that aims to make social statistics more efficient. We aim at working more efficient in order to create time to adapt to new techniques, new datasources and new customer wishes. Key words are: standardisation, stepwise, quality and teams are in the lead. Since 2020 Statistics Netherlands is working on a program in order to make social statistics more efficient. We started with making some “design choices”. One of the most important is re-use of processes, data, methods and tools. Teams have to use the same framework (no exceptions) and changing the mindset is one the goals and also the way to guarantee the results. After 2 years of designing the program, since 2022 teams are working on the improvement of their processes. One of the success factors of the program is the attention for the staff and the way we work in the program: Teams are free to choose what processes they are working on (but the first year every team had to work on at least one process), they are stimulated to present their successes and experiences, a team of experts helps and stimulates in monthly sessions, a team of managers ánd a team of staff are frequently consulted about the approach. This resulted in highly motivated teams with positive results.
