The integration of administrative data by National Statistical Institutes (NSIs) represents a significant advancement in the production of official statistics. This paper highlights the benefits of using such data, including reduced costs, reduced respondent burden, improved data quality and the ability to meet evolving user needs by producing more frequent data sets in terms of characteristics and analyses and statistics for new topics, including experimental statistics. Despite these advantages, challenges related to data flow and cultural change within the statistical system need to be addressed.
In this paper, the Hellenic Statistical Authority (ELSTAT) is used as a case study, examining the transition from a traditional statistical system based on censuses and surveys to a system using administrative sources as a method for compiling statistics. Special mention goes to the successful flow of administrative data from various government agencies after 2016.This success was achieved by employing a robust legal framework and efficient data management systems. At the same time, the shift to administrative data requires a paradigm shift within the NSIs, requiring staff to adapt to the application of new methods and tools for the production of statistics.
By examining the benefits, challenges, and practical solutions associated with the use of administrative data, this paper contributes to the ongoing debate on modernizing national statistical systems and highlight the critical role of administrative data in enhancing the efficiency and effectiveness of statistical operations. Particular focus is given to the strategies employed by ELSTAT to overcome obstacles, including institutional and trust challenges, and the measures taken to cultivate a data-driven culture within the organization. The findings underscore the transformative potential of administrative data and provide a roadmap for other NSIs aiming to modernize their statistical systems.
