Abstract

The Swiss Federal Council initiated the "National Data Management" programme in response to the need for efficient and harmonized administrative data across different agencies. The main objective was to lay the foundation for implementing the "Once-Only Principle", which seeks to reduce administrative burdens by ensuring that citizens and businesses supply certain standard information only once to the Swiss administration.

To facilitate cross-agency harmonization of administrative data, a comprehensive data stewardship model was developed as part of this program. Our core technical tool is the newly developed "I14Y Interoperability Platform". This platform serves as a central repository housing all data standards that are developed during the harmonization process. In addition, it provides a directory for datasets and APIs of the Swiss administration, fostering ease of access and ensuring data consistency.

Efforts are currently underway to release the I14Y Interoperability Platform under an open source license. This move will enable other national or international organizations to use and adapt the platform more freely and easily.
