Abstract

Employment and Social Development Canada (ESDC) delivers a wide range of federal government programs and services to Canadians. It is a large and complex organization that creates, manages and uses vast amounts of data. Recognizing that employees must be equipped with the data skills they need to protect, manage and use the data entrusted to them effectively and responsibly, ESDC developed an enterprise-wide Data Literacy Program. This Program is a key initiative under the “Data Culture and Learning” pillar of its Enterprise Data Strategy. The Program enables the transformation and modernization of programs and services by providing ESDC employees with the data knowledge, tools and competencies needed to succeed in a digital and data-driven era. Leveraging data training developed by Statistics Canada and combining it with products and services developed within ESDC, the program provides a tailored approach to data literacy through data personas and learning paths, recommending learning based on individuals’ roles, needs and literacy levels.
