Abstract
Challenges and opportunities on measuring SDG-16 indicators: Mexico’s
experience
SDGs represent a challenge for National Statistical Offices (NSOs) and call for action to
leave no one behind. In this regard, the National Institute of Statistics and Geography
(INEGI) in Mexico, through the National Subsystem on Governance, Public Safety and
Justice Statistics, produces indicators on SDG-16 through various statistical programs on
violence, discrimination, corruption, and justice.
Despite NSOs' efforts in the recent statistical production of SDG-16 indicators, there are
challenges to encounter. One refers to behaviors that occur outside the public eye or are
legally, ethically, and morally reprehensible. The latter imposes a methodological
challenge to designing direct information retrieval strategies. This situation aggravates
when two additional challenges occur: inconsistency of administrative records and lack of
resources.
Given the above, the first step to overcoming these challenges is to strengthen the
community and global forums to support the generation of reliable data on SDGs. The
second step is to encourage a global commitment to data quality and availability, which
constitutes one last chance for NSOs to accelerate the progress on SDG-16.
