Abstract

Insee launched in 2021 an ambitious project called Resil that aims to build  a statistical register of individuals and dwellings based on the linkage of various administrative data.  The project should be completed by 2025.

To succeed, we need fulfil several conditions :
- Be able to mobilise the necessary administrative data : ficsal, social, enrolments in higher education ... ;
- Define and implement the right statistical processes, find the right settings (decision rules, signs of life, coverage measures) ;
- Set up an IT architecture capable of processing the data in an efficient, scalable and secure manner ;
- Preserve the confidentiality of personal data and respect the principles of necessity and proportionality with regard to the purposes of the data used to build Résil ;
- Ensure social acceptance of these processes, beyond their compliance with the law.

The presentation will provide a progress report on the project at the mid-point, notably on the statistical issues (matching techniques, sign of life method, dual system estimation), and ethical issues (in-depth consultation with civil society to establish a "social mandate").

This experience of in-depth consultation was challenging, but very useful for us, as it helped us to perceive some fears that might emerge about such a system, to identify some challenges in communication and consultation about Resil and the use of external data, and to improve the design of our project.
