Regarding the implementation of the ICCS, Statistics Korea (KOSTAT) launched the development of the Korean Classification for Crime Statistics (KCCS) in 2015 and has proceeded with that goal, which is to provide consistent statistical standards for national statistics and internationally comparable statistical production. KOSTAT had consultation meetings with judicial stakeholders including the Ministry of Justice, the Supreme Prosecutors’ Office, the National Policy Agency, the Korean Institute of Criminology, and the Police Science Institute in 2015. Based on these meetings, KOSTAT proceeded with preliminary research and established a 5-year research plan. In 2020, we drafted the ICCS-based provisional Korean Crime Classification, and in 2021, we undertook a study to improve the matching rate between the provisional KCCS and domestic crime codes. Recently, we launched the 3rd phase of research for improving the matching rate. Additionally, efforts will be made to improve classification completeness through the preparation of measures to improve the crime statistics collection system and case studies on the application of international criminal classification. We at KOSTAT strive to develop policy and practical implications to apply the KCCS-ICCS corresponding table to the current Korea Information System of Criminal Justice Services (KICS), which is an electronic work system by which the criminal justice agencies perform investigation, indictment, trial, and execution work through the standard information system and jointly use the resulting information and other documents. This presentation will be structured by crime statistics in Korea, the Development of KCCS based on the ICCS, the utilization of the KCCS, and the Korean statistical system.
